DLCD created this online calculator to help cities complete the land need calculations contained in the Simplified Urban Growth Boundary method (
OAR chapter 660, division 38). This tool will allow cities to go through a simple series of steps that
will automatically calculate residential and employment land needs and also require user input data that is specific to each jurisdiction’s buildable
lands inventory. The calculator can only be used for the simplified method and a city must input data from a buildable
lands inventory completed in accordance with the OAR 660-038-0060 for residential lands
and OAR 660-038-0120 for commercial and industrial land for the tool to yield accurate
results. The tool does not assist with completion of a location analysis under division 38. This resource
is intended to complement the new simplified method, reducing costs, complexity and time.
